Would the Ibanez GSRM20 Mikro Short-Scale Bass Guitar be a good Bass for a beginner guitar player?

I am a beginner guitar player, so I want an inexpensive guitar which is easy to play. If the "Ibanez GSRM20 Mikro Short-Scale Bass" Guitar is not a good idea, then which is?

Also, consider a Fender Squire Affinity Series
That was my first bass and I loved it.
It was cheap...easy to play and sounded good.

Is it okay to have short scale strings on my long scale bass?

I have a long scale bass but I bought short scale strings on accident. They're long enough but I don't know if it's okay. The fabric wrap (whatever it's called) goes out on to the neck and i'm not sure it's supposed to do that. Do I need to get different
You need different strings. Short scale strings are made for lower tension than long scale. The strings will never work right and may unwind or break. Chalk it up to experience and buy the right strings.
