In general, I would say a Gibson. It will certainly hold its value longer. But if the Ibanez feels good to you, and it plays well, then get it.

is there any difference between ibanez jem7v(steve vai model) and ibanez rg1570?(exept pickups)?

The neck profiles are a bit different; the Jem has the "monkeygrip" handle built into the body; the vine inlay on the fretboard [Jem].

In terms of pure quality, not really much of a difference, to be honest. The woods and workmanship are essentially equivalent
